Figures are for the independent City of Alexandria — the jurisdiction that contains Old Town (FIPS 51510). A note on geography, because it trips everyone: Virginia independent cities belong to no county, and "Alexandria, VA" mailing addresses reach well into Fairfax County — Mount Vernon, Fort Hunt, Belle Haven, Kingstowne. Homes in those areas are not in these figures; they are counted in Fairfax County’s own series.
